Procurement of IT Equipment

Center for Health Policies and Studies (PAS Center) is fiduciary agency at the Enhancing Pandemic Preparedness and Response capacity in the Republic of Moldova” Project, and intends to apply the proceeds of this grant to eligible payments under the contracts for which this invitation for quotation is issued.

You are invited to submit your price quotation for the supply of IT Equipment in the frame of the above mentioned Grant:

You may quote for any or more items under this invitation. Each item shall be evaluated and contract awarded separately to the firm(s) offering the lowest evaluated price for each item.

Your quotation should be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information, including names and addresses of firms providing service facilities.

The deadline for receipt of your quotation by the PAS Center at the address indicated in Paragraph 3 is: September 20, 2013, by 17:00.

The delivery of goods should be completed not exceeding 1 month from the contract signature.

Final destinations for goods delivery is indicated in Paragraph 3.

You quotation(s) should be submitted as per the following instructions and in accordance with the attached Contract. The attached Terms and Conditions of Supply is an integral part of the Contract.

PRICES: For goods in customs territory of Moldova (including imports) prices will be indicated EXWarehouse plus all costs of delivery of goods to final destination indicated in Paragraph 7 according to INCOTERMS 2000.

For goods to be imported into Moldova. The prices should be quoted for delivery CIP Chisinauplus all costs of delivery of goods tofinal destinations indicated in Paragraph 7 according to INCOTERMS 2000.

EVALUATION OF QUOTATIONS: Offers determined to be substantially responsive to the technical specifications will be evaluated by comparison of their prices by converting their price to the MDL based on the selling exchange rate published by the Central Bank of Moldova on the date specified in Paragraph 5 of this invitation for submission of quotations.

In evaluating the quotations, the PAS Center will determine for each proposal the evaluated price by adjusting the price quotation by making any correction for any arithmetical errors as follows:

(a) where there is a discrepancy between amounts in figures and in words, the amount in words will govern;

(b) where is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern;

AWARD OF PURCHASE ORDER: The award will be made to the bidder offering the lowest evaluated price and that meets the required standards of technical and financial capabilities.

VALIDITY OF THE OFFER: Your quotation should be valid for a period of forty-five (45) days from the deadline for receipt of quotation indicated in Paragraph 5 of this Invitation to Quote.
