Assignment Title: Disseminate Hospital Performance Report Cards and Primary Health Care information in 9 selected rayons

The Center for Health Policies and Studies (PAS Center) has receivedfinancing from the World Bank toward the cost of the „Implementing Participatory Social Accountability for Better Health” Grant, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include disseminate Hospital Performance Report Cards and Primary Health Care information in 9 selected rayons. The assignment is described in Terms of Reference (ToR) that can be find attaced.

The PAS Center now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Qualification requirements and basis for evaluation (evaluation criteria) are:

General qualifications – 10 points:

At least three years of activity on Moldova market;
Financial capacity. Financial turnover for the year 2016 of at least 100,000 MDL.

Specific experience - 50 points:

Previous experience in conducting information campaigns, advertising, logistics, informational materials printing, experience in social field will be an asset;
Experience in producing information messages and distributing informational materials;
Network of distribution in selected territories or proven capacity to organize networks;
Experience in designing and conducting at least one similar assignment will be an asset;
Experience of working with international organizations and/or national organizations implementing externally funded programs and projects.

Professional experience, key personnel - 40 points:

Minimum one key staff with experience in communication campaigns, advertisement, logistics to be assigned for the requested tasks (CV);
Qualified staff with experience in organizing field work at national level;
Network of distribution in selected territories or proven capacity to organize networks;
Ability to transfer message in Romanian and Russian.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
